Kogmaw, Jinx or Lucian?

I currently have 4800ip and I've been wondering whether to buy Kogmaw, Lucian, or Jinx? I'm worried about lucian and jinx nerfs in the next few patches. How strong is kogmaw right now despite being nerfed? How does his lane presence fare compared to Corki, and other strong ADC's?

kog maw is the best adc that i can play and i dont even play adc by choice yet i can still get fed as kog maw
