Missing Skin

In this link here https://support.leagueoflegends.com/entries/22578914-Guide-to-Champion-Skin-Types Is a list of every skin that has been in the store and is no longer there, except one skin. This one skin that is missing is also the one skin in the entire game that I want the most, and that would be Urf . What I would like to know from anyone at Riot, is if there is any way to obtain Urf .

Isn't anyone besides me curious as to why this particular skin has never been on sale past the first time? I get that all funds of it's sale went to a save the Manatees foundation for the first sale, but why not give all of those who weren't there for that July a chance at the skin? I myself missed it be simply 3 months about from when I started to play this game. Now here I am almost 4 years later and still I await for the day that I can get my chance at that skin.
