The Tribunal Isn't Real

So I've been playing this game for a while and very frequently I get incredibly toxic teammates. I've always wondered why the tribunal is eternally under maintenance and why there's seemingly no end to the toxic players. The answer? The tribunal doesn't exist. Riot doesn't care. They think that a mute button and a chat filter mean that they don't need to take action against toxic players. Riot needs to realize that some people want to have a quality game with some quality players. I propose a new queue called 'casual', where people can only join the queue if they haven't been reported for the last 30 games. I feel like this would make a great environment for people who don't want to deal with toxic players and it won't even be any work for you Riot so we wouldn't have to worry about that either.
