We as the league of legends fans should really feel like creators like we draw and sketch characters..... but what if we took it further? Im talking about us making different league characters by fan creations unless rito dont want us to have that much power into creations [zombie-nunu-bummed]

There is a whole subsection of the official boards to Concepts and Creations.
Riot has said in the past they they have so many concepts backed up from employed artists and professionals that there is an extremely low chance of them using fan created ideas. The art and champions you see released each have been in the making for probably over a year for each, and are made up of multiple concepts.
