Ranked dodge timers

If you had asked me a week ago if 30 minute dodge timers were OK, I'd have said yes, keep those bad dodger people out of my game. But now I'm rethinking that. I was in a game, last pick. I asked who the first pick guy wanted if he could grab thresh. Without telling me who he wanted, he got thresh. We then found out that I had none of his strong champions, and another person accused me of lying about not having those champions so that I could play mid. So now there are just ten seconds left until my pick timer runs up, and if I pick someone that the other guy doesn't have or is bad with, I am labeled the troll of the team, one or two of us are playing people we aren't great with, and there is a negative attitude getting started in the team. So what do I do? I dodge. In this case, that is the right thing to do, the first pick guy was trying to be nice (if a bit naive perhaps), so it is unfair to him to continue that game.

What this told me is that sometimes dodging is not just the best thing to do, but the right thing to do, and it should not be punished so harshly. I know that punishment is still needed, but stopping people from playing again soon, when dodging is bad to do often anyway, is just silly. Shorten the timer to 5 minutes or so, and keep the lp hit.
