The "Why?" is because the idea of Hextech Crafting is that it provides discounted, random content to serve the market of players who want to spend money to collect large amounts of skins and characters for their chosen game. I may not particularly like the whole system, but that is what it is.
It's there to give large amounts of discounted content for those players who want to collect it and want to spend significant amount of money to get it, to enable them to spend to get themselves more, and their spending also allows the free players who don't spend money to get some free stuff as well.
It's not stupid. The purpose of the system is to enable these players to buy with the option of "large discount but random", which they do because they want a lot of content.
What you want do is remove the random portion, which would make Hextech crafting effectively "Large discounts on everything" and that is something that will never fly.
P.S. It should just be another reason for you not to reroll, because even with your suggestion you can reroll and get a skin you don't like. If you don't want random, don't take the "random" option and reroll.
