New idea for reducing trolliness

I don't know about you guys, but I, personally, am sick and tired of having to dodge from ranked games and suffering all of the consequences of that because of Disco NunusNunu summoner 13 {{summoner:2}} or anyone else who wants to troll League of Legends.

There's a chance that this has already been thought of and if it hasn't I'd be rather surprised, but anyway, I would like to see a system where, in champ select, you can vote to kick a player who threatens to troll and if all 4 players agree that that player needs to be removed, he will be, and be banned for a certain amount of time depending on how frequently he's kicked, kinda like the punishment system for dodging.

I understand that someone could seem legit (pick a sensible champ and summs for their role) in champ select and then troll in game, but it would certainly make this less likely.

Maybe in addition, there could be a similar system for after the game where if all 4 players agree that someone on their team is a troll, they will lose double the lp and be banned for a while or something like that.

These are just some ideas that I've been thinking about for the past few days and some I thought of just now, but anyways, any feedback is appreciated. Please let me know if you think that this is a good idea, or if you have a way to make it better, or if you think that this would never work at all.

That doesn't work because people will just kick someone who plays outside the mete even if that person know exactly what they're doing (for instance, I play Quinn ADC a lot, and I could definitely see a ranked queue kicking me out because they didn't think she is a good ADC or champion in general)

what if someone locks in shaco, who is a non meta jungler and all 4 players believe that if it's not meta then it is trash won't that force people to play the meta?

Which is why the entire team would have to agree. I don't think an entire team would ever agree to kick someone for a non-meta pick
