is it really hard to find people of the same tier since dynamic que and new champ select?

every game I get some gold player in my game even being plat 3 rofl. I get a silver player in my game with a negative win rate its seriously the most boosted shit ive ever seen. Something seriously fucked up if this is the only season that is extremely wonky when it comes to matchmaking.
