if u choose to play a ganking jungler like zac, but dont actually gank a lane.
dont even dare to blame your team for doing bad after the enemyjungler has ganked each lane 3 times each before 20. but hey , "blame the jungler" :))))

successful ganks from the enemy.... is due to that specific lane's lack of map awareness and/or vision (warding)... it has NOTHING to do with you team's jungler.. that "didn't gank"... ( but was rather contributing to team gold by farming jungle.....) If you get ganked 3 times... then guess what... still YOUR fault... not the junglers...
of course with that said.... a good jungler knows how to balance farming and ganking... and knowing when to prioritize one before the other... something a lot of junglers are lacking it seems.. esecially in lower elos.... and from the sound of it.. your jungler didnt know how to either... but again.. getting ganked.. isnt his fault.. keep that in mind...
I
I've been jungling a lot recently and I do agree with your frustration of getting ganked but I would like to add that not all junglers function the same. Some of truly a slower start than others, while some of definitely scarier late game.
