Is this Bilgewater Treasure chest thing a scam?
The website with it on doesn't have a log in button on the top right corner, and its not on the official website of league. Is this a real way to get skins or is this just a scam?

PROTIP: anyone offering you free RP/skins online is scamming you (if not also trying to infect your computer with malware). If it sounds too good to be true, it is.
There are some sites where you can earn tiny amounts of money or RP for doing things like watching ads or completing surveys that are not scams. Any site that wants your League login information or wants to give you skins/RP "for nothing" is a scam. Any promotions that Riot runs will be through leagueoflegends.com or their official social media accounts.
If the url isn't "http://<something>.leagueoflegends.com/<something>", then it's always a scam.
