I want to build a computer to get above 60+ FPS on Ultra Settings. Would the following below be helpful? Thinking of buying these parts because I'm on a budget.

I might consider going a little more expensive on the graphics card . the deal is good but you might not get the maximum performance you want. See this benchmark for example. You can go back a generation but still have better performance:
