People are adapting to not get banned by tribunal

So I'll make a comment in game telling people to chill out or "hey everyone blames the jungler, just relax." Nothing will happen, no one will say anything and then after game, I get 6 friends requests only to get this...

This is happening more and more for me. Explain why we can't report after the game and why lobby comments or messages can't be included?

The other way to avoid the tribunal is to not care about bans by making new accounts and then give hefty doses of toxicity to vulnerable new players. The amount of toxicity in this game is amazing. I had a friend that took some convincing to try this game due to what he'd heard about the toxicity. He promptly left after 3 games and complained about the toxic environment. I thought he was exaggerating until i made a new character. The road to level 30 and what new people have to put up with is amazing. Tribunal seems slow to act and people don't care. I've played 4 games in a row with the same toxic person. yes i put them on ignore, yes they followed me around laughing and taunting or trying to steal the jungle. No I didn't want a "timeout" by dodging a game for -their- bad behavior. I don't like being punished for other people's trollish behaviors.

All games need a renewal of players to keep existing long term, and with the not infrequent 15 minute waits to get a lower level game going, I suspect the new player flow has really slowed down.
