Carrot&Stick game

I was sitting at something like 75 games played with a 68% win ratio. But now I am on a 6 game losing streak. I am getting paired up with abysmal players. Almost every lane is complete garbage, they must have negative elo. Is it true that RIOT pairs you up with the worst after winnings? If so? Why the hell is that a thing?
