Why is URF never on Howling Abyss?

I know it seems like a good idea, but constant barrage of skill shots with little room to dodge wouldn't be fun

I want to agree, and i do agree, but at the same time, even summoners isn't big enough for urf, for example if they pick jayce, you can't even avoid that crap, he can shoot from any angle non stop, 1 q a second.

If that was on aram where it's a one lane, idk if i could tolerate that... I mean going against veigar is bad enough on aram let alone URF versions of the champs.

That's why they met it half way and made AR URF, but people don't seem to like it much sadly.
