It does not encourage people not to leave, it forces them to stay.
I've read somewhere that Riot want to encourage positive behavior, this low priority queu is clearly a step backward in this direction.
It's not only completely rage inducing, it also have a really bad design. You can't buy, can't look at things, can't move the window around, shouldn't refuse/don't miss the accept (because you're up for another timer).
Please change it

The way you worded it makes it seem as though you're in LPQ, LPQ is designed to give you incentive not to leave your games, what would you propose they change it to so that the people leaving are still punished but in a way that makes them want to stop dropping games? Because I'm drawing blanks, this way makes the most sense.
