League App Technology Stack

Howdy! I have an app I'd like to develop that I feel would benefit the league community. I've searched high and low (google google google!) for a solution to my key issue and can't find it. I'm wondering what technology stack to use for developing a user generated content, desktop application that's text heavy + relational data.

I'm fairly self-educated and learn quickly enough so merely need a point in the right direction. I love the feel of the league client and looked into adobe Air. I then saw you (Riot) are moving away from that and into HTML/CSS/Javascript with c++ for the new client. This is RIGHT up my alley! I love c++ and used to work as a web developer (primarily back-end). I then researched ways to do such a thing (desktop gui using web technology) and came across "Awesomium". At first glance it looked terrific, but a closer look seemed to have the project dead atm. My other searches haven't yielded any clear winner for what to code in.

I love coding and sticking to a program till it feels perfectly done (forget time to market, think quality! :P). With that being said, after many hours of searching for a solution and not having found one I'm posting here so as not to end up spending endless hours headed in the wrong direction (say, learning everything for an Adobe Air based app then finding out you're fleeing from it).

My apologies if I've posted in the completely wrong place for such a question. Any guidance is extremely appreciated!

P.S. I wouldn't be looking to sell the application. If anything at all monetary, I'd like to allow users to tip me should they see fit (aka licensing thoughts).
