Is Riot actually going to do anything about elo boosting?

So i know Riot has said before that they will ban peope for elo boosting, yet I don't actually see anything done about this problem. Just got out of a game with 2 people who both literally said in chat that they were boosting a friends account. They were pretty much the main reason we lost. It ruins the game. I have no problem losing to people my skill if they outplay me. But, when people from plat and diamond are playing games in silver on their friends account it just makes the game stupid. They also knew, like me, that Riot is not actually going to do anything, and said that Riot doesn't actually care about the problem. Which seems to be more and more true. Except for a few high profile players, I have never heard of anyone getting banned for elo boosting. It would be great if people who literally admit to boosting would actually be banned. I know its hard to tell when someone is boosting, but if its this obvious its pretty sad that most likely nothing will be done about it.
