Normals elo / match making

How is normal match making handled? I'm platinum in ranked but usually play with silver players in normals and face a similar composition (one plat~diamond player with mostly silver teammates). Is this just due to low normals mmr, or is this how the system is supposed to work? It creates a sort of "carry or lose" situation and isn't very fun
