If the Tristana legendary skin is on early sale, does that mean it will eventually hit the half price sale or are the legendary skins not in that rotation?

Legendary skins only go on Early Sale, if they are new. Otherwise, they never go on sale. Ever.

You can get them in mystery boxes and through Hextech though.
