So, idk how nitpicky riot is with bugs, because this one is only possible through use of the practice tool.
(recommended you build 6 deathcaps to get maximum results)
step one: enable no cooldowns mode.
step two: throw an explosive charge at, well, anything, but minions work best.
step three: throw another.
step four: laugh a small amount as the ticking noise continues even though the minion is dead.
