Lobby trolling?

Just recently I submitted the following ticket to Riot:

"So a thing happened today that almost never happens, and I need to ask you guys a question about it. I invited a friend to do a round of flex ranked. He doesn't do ranked, and I want to ease him into it. As soon as we get into a match, we select our two best guys for our duo bot. Our own teammate bans his adc, like a jackass, so he selects another one. Then the OTHER guy bans his new adc also, and it becomes clear we're dealing with trolls. I see bad news written all over this, lose my patience and dodge. I never dodge. And it occurs to me there's absolutely no way to deal with people like that. My question is, are you guys going to add a way to report players that deliberately troll in a way that they KNOW they can get away with? And will I be overly penalized when dodging is literally the only way to get away from them?"

The answer I got back encouraged me to avoid dodging (which I already largely do, I'm probably only guilty of it a few times a year) and, essentially did not answer my actual question. So now I'm posting here, mostly just in an effort to get other people's opinions on the matter. Has anyone else encountered this issue and come up with a good way to deal with it? Anyone have some "inside" information that would suggest that, yes, there will eventually be a proper answer to it?
