What you're talking about with toxicity is just a joke and a play on the stereotype that certain people who main specific champs act a certain way. Most people who main the following champs are stereotyped to be dicks in game; Master Yi, Katarina, Riven, Vayne, Yasuo, Udyr. As to Riven being disabled, that's likely caused from higher elo Riven's being able to rofl-stomp almost too easily when they're ahead. It's all just foolishness and hurt pride if people are saying that though. Like you said Ninja Tabi is a good item to get against her, and almost no one does.
