Why does Masked Shaco look so bad in-game?

This is the feedback I have been getting on the skin ever since it came out. I remember seeing the splash art back when I used to play shaco a lot and thinking it was the coolest thing at the time however after seeing how it looked in game I was quickly disappointed. I recently got the skin from a re roll and picked back up shaco however I realised the skin is still DECEPTIVELY bad in-game compared to splash art. I know that some people may not agree but I have actually looked at comments on videos showcasing the skin and just asked other people I know and they all kind of agree that it could be much better. Basically I see no reason to buy this skin over its cheaper counterpart "Wild Card Shaco". Uhh pls no flame this is not just my opinion. Gl Hf summoners.
