Why do you never get old teammates on the enemy team?

when you get a garbage teammate who doesnt know they suck, then you search for a new game, they either end up on your team again or you never see them again. why the FUCK cant they end up on the enemy team so you can teach them a lesson

It's happened to me a few times. Also sometimes people on the enemy team from before showing up in my team next game. But very rarely.
