Monthly Refund Allottment?

I feel that only the very limited number of refunds forever is kind of harsh. So I was wondering if a possibility would be to have a limited number of "universal refunds" that could be used for any purchase that was made at any point in time, but additionally have one "monthly refund" that can be used to refund any purchase made in that calendar month, with the monthly refunds not carrying over to the next month. For example, you'd have a monthly refund for June 2015 that could only be used to refund a purchase made in June 2015. I think this would be a good addition because sometimes you purchase a champion that you just don't like the feel of, but you no longer have refunds to get that IP (or maybe RP) back, making it a wasted purchase.

Does anyone else feel like this would be a good addition? I'd love to hear people's feedback.

Additionally, another option would be buying refunds with IP.
