Why is the Tribunal down? And how long is it planned to be down for?

I've returned to LoL about a month ago after about a year and a half away. One of my favorite things to do between games (especially because it earns some extra IP) is to review games on the Tribunal! However, since I've been back, the Tribunal has been "under maintenance" and I can't seem to find anywhere with info on it!

It's been down for over a year now. They are working on updating it with a new system that is available in all languages and all servers, so it's taking quite a lot of time.

As for earning IP from it, they removed that part of it long ago.

They did with it what they did with lore.

Removed it before being able to replace it.

Riot's planning at it's finest.

It will prolly be down until the end of the ranked season...lol. Since Riot seems to not punish trolls.
