Why do i need an champion shard/permanent/blue essence to unlock "Mastery" level?

What's it mean when Riot refers to "champ permanent"? Is that some shard thing? Or is that just owning the champion? The former would make no sense.

I'm not sure. It must be some shard thing as i do own shaco and have 2 mastery 6 tokens for him, but not able to unlock mastery 6. It might be something that adds to your Hextech inventory when you already own a champion, but somehow got an permanent loot of that champion?

Having the same problem. The requirements are 2 tokens and 1 Champion Permanent. All of which, I have. The large animation displays 2/2 tokens and 0/1 in the other category (champion permanent, I assume). I do own Leona, and don't want to have to wait for a lucky champ shard in a chest, or waste blue essence to unlock the achievement. I put in a support ticket. Hopefully we'll get some answers soon.
