I have a new friend on league and I tried to gift him, this didnt work because we "hadn't been friends for long enough" this confused me as we have played almost 15 games together and i dont see why that would be a problem that we hadnt been friends for quite long enough. Maybe you just want to be nice and buy a random person rp! Please respond, I would like to know why that is in place.

There's a time restriction to prevent the system from being abused. I believe it's 3 weeks of being on each others' friends list.
Sadly like others have said there is a restriction on this, 2 weeks on your friends list! This is to prevent say your account getting hacked and having said hacker add him/herself to your friends list and just using all your RP to gift themselves! its sad but there is a reason for it. granted there is something on the PBE for testing gifting people whom you recently played with, so hopefully that comes out soon!
