Singed counterjungle smite early game??.

I think we all know about the "Un-Meta" Singed around. This guy prevent to be counterjungelling early game and then helping teamm8´s. Is that a huge problem RIOT?. I think he clearly deserves to play the way he want, and it is disrespectful that riot keeps on Punishing this guy, and u should clealy focus on trolling. Pls riot fix this. I would like to discuss it when i have time.
