Was this riot's solution to the perma ban problem? Before if they perma banned an account, the person would just make a smurf, which made the experience for low level players not as fun. Also, when the person leveled up to 30 and played ranked, if they were higher elo when banned, they would be ruining the experience for people on their way up making games unbalanced.

Chat ban does seem like a good way to fix the perma ban problems. As long as the people aren't feeding, they can keep playing and are forced to not be toxic.
