Spiking ping since ptach 5.8 and now 5.9 has made it worse. Anyone else?

I've had spiking ping since patch 5.8. Now that 5.9 has been issued my friends cant play either.

It acts fine, then it spikes to 500+, and or we freeze in place and watch everyone move and then walk up to us and punch us too death.

Same issue. Most times i have 30ms then it jumps to 400+. sometimes even jumping to 1k+ for a few seconds. It never seems constant but more bursts of lag.
