The only problem that I with the way teams are made (At the moment) is one person choosing (The person that started the team) who gets to play on that team. I feel that it would be better if everyone on the team at the time should vote if a person can play on that team. This may help with the team working together in the game because the team picked the other members of the team.

There has to be some ruling factor, otherwise you'll end up with the "5 Red Rangers" dilemma when you have everyone trying to go for a different team composition, and the team selection process taking much longer as a result. Also, how would voting work exactly? Captain has selection over the second player as he is the only one so far. But as soon as the third player enters for selection, you have a possible 50/50 vote with no way to settle it. The selection of fourth as fifth players may run contradictory to the Captain's select of the second and third, leading to a team comp that doesn't particularly excel at anything. Keep in mind, the chat feature is enabled all during this process which allows for the team to come to a unanimous decision before the Captain selects or rejects a pending player. This should, in itself, come to action if the team is invested in displaying teamwork in decision making.
Prior to there being a designated Captain which self-elected to be such, and a team who volunteered to fill their desired role, there was no sense of authority for blind pick and we can see currently how that works out.
I think allowing one person to serve as the decision maker is currently a good idea, especially since players are given the option to find another team they feel is better put together.
