Are map skins and HUD skins allowed?

I saw some people using HUD/Map skins so i though ill install some too but then i think that maybe they are not allowed and get you banned. So are they allowed?

They're making it increasingly awkward to use them. For the past two patches the Classic Summoner's Rift mod that I use has been broken, so I'm stuck with the new incredibly plain play set look :/
