Japanese server and LoL in console!? Star Guardian Lux free for japanese players!

Japanese server is running already, but site isn't working yet (http://jp.leagueoflegends.com/ doesn't work)? Or is there different link to japanese LoL site, since it's operated by GungHo - not Riot?

If someone doesn't know yet, japanese server is running since 5th May - you can read it here http://www.slideshare.net/PhuvadolUewongtrakoo/marketing-plan-league-of-legends-enter-japanese-market - page 26 and 27. "The official operating date will set at 5/5/2015 - The Children Festival day for Japan. 5/5/2015 - The official operating of LoL in Japan and official world publish of LoL in Console game."

Also I heard that Star Guardian Lux skin was made like the other server celebration skins (Bear Cavalry Sejuani for example). To celebrate launch of japanese server... and every japanese player transfering to their server will get it free (as it was with Sejuani skin for Russians and their server). Thank you Riot!
