Will I get my IP back ?

Hello, so I've spent tons of IP collecting runes during 3 years of playing League of Legends and now with the new update and the removal (I mean rework) of the runes I was wondering like ... will I get back all the IP I've spent ?

I kinda noticed in the video they said something about that but not clear so I was wondering ...
