RIOT BAN SYSTEM IS IT A JOKE?????

I feel like riot dont think banning players that break the summoner code should be ban i think riot need to do a better job on this its to the point now where you can send a full video of a guy running to enemy team will full boots build saying i'm trolling and idc and he still wont get ban this has happen to me alot lately and people say its just the elo i dont think people have the rite to act like this at any elo wood included plz get me your feedback of how you feel
