Look, banning Kaceytron has been suggested countless times. Nothing's ever come of it. Plus, I need to play defense lawyer with a couple of points:
She's been getting better, at least from a KDA standpoint. I've seen plenty of games where she did, in fact, make substantial contributions to her team. Hell, she's been posting HIGHLIGHTS of her making substantial contributions to her team. When she does that, her stream actually becomes watchable.
She keeps her BS in low bronze. 90% of low bronzies aren't getting out no matter what, or just barely play ranked to begin with. As an aside, I've seen the rise of a new type of "gamer grill": The "just another pretty face" streamer. IOW, instead of boobs, they have the cam focused on their faces. They're attitudes are just as bad as Kaceytron's, if not worse. And the main difference between them and Kaceytron, they have a high ELO carry them to Gold (and sometimes higher) from Bronze, and they feel that they're entitled to it just because they're a bit pretty. Ambita1 is a perfect example of a "just another pretty face" streamer on twitch who got carried to Gold V from Silver V, trades on her looks, and whines like a spoiled brat every time she's on stream playing the game. Hey, say what you want about Kaceytron, at least at the end of the day, her character gets her comeuppance by remaining in Bronze.
So yeah, I realize that this isn't a popular sentiment, and it's probably going to get downvoted like crazy, but I don't say what's popular. I say what's true. If you really want to hurt Kaceytron, turn your ad blocker on and ignore her. Don't give her money with hate-mail, don't subscribe, and don't follow. Then she'll go away on her own because the money will have moved on, no banning required. And honestly, her schtick is getting old. When she goes into full-on troll/griever mode, I just click the back button. It's just not funny anymore. I'm surprised anyone bothered to come on here and complain about it at this point.

I can't believe I'm about to defend bronzies, but for the love of God, even they deserve to have a fair shot. The difference between them and KaceyTron is simple: They aren't good at this game. KaceyTron might not be great, but she's obviously capable of playing a lot better than she is. She's giving no effort in a mode geared towards competitiveness aka ranked. This is why NA scene is considered such a joke. People see nothing wrong with KaceyTron's actions, and they think it should be allowed. Well that's why you see so many trolls anymore in this game. They don't give a flying shit because they know they can troll and ruin your day, which won't get them banned - where as if they actually care and say something not-so-positive, they will get banned.

The reason I say this is because I don't really think rank should represent how much leeway you have to be toxic. "Oh you're bronze you can be 5x as toxic as Platinum, because no one cares!" feels like the wrong mentality.
Also I really don't like Kaceytron. But I respect her business. I find her far more tolerable then Pink_Sparkles. (From a Twitch standpoint)

It handles the same weight since it's doing the same thing a normal report would do. A ticket in would only be better if you have pre or post game information that you need to send.

You're raising a lot of issues here with subjective opinions. Let's just begin with the first you raised. Should people be banned in the game for their streaming content? You took HotshotGG as an example, but Hotshot is involved with the e-sports team Counter Logic Gaming which means Riot can ask him to uphold some level of professionalism because the team is contracted and has to abide a code of conduct. Kaceytron is just an individual and all of her "offensive language" is contained on a third party platform that doesn't actually affect any of her gameplay and she's in no way representative of professional League of Legends.
Your second issue is where the line starts to get reeeaaally blurry. What does it mean to play bad intentionally and how punishable should it be? Is it not playing as good as you think she could play? But now you're not dealing in something objective, it's subjective---you're personal opinion. This isn't something League's system can actually detect and prohibit. That would require a moderator to actively investigate that player's behavior in-game, which would bring about a whole set of new problems. You can't just single her out as you have to rule on an actual policy enforced on everyone.
Kaceytron is smart in the sense that she's using the systems in a clever way that allows her to be provocative without crossing any lines. The thing to understand here is that Twitch has a much lower standard than League of Legends does, there's more tolerance and room to build a personality. The way you should be looking at it is to mute her stream and only look at her gameplay (however hard that is when she fills half the screen with her boobs), then you can see how she actually behaves in-game and it's not as border-breaking as you make it out to be---it's purely her Twitch attitude which drives you to think she's being toxic/intentionally feeding.
Both Twitch and Riot know about Kaceytron and she does get really frequently reported (especially on Twitch) but both Riot and Twitch has estimated that she works within the boundaries of the code and won't ban her because of the player hate on her (something about minorities and singling people out---you know, professional ethics). She's not breaking any rules like you claim because she would have been banned ages ago if that was the case (unless you're claiming Riot intentionally ignores her, in which case I'll reward you a tinfoil hat).

So I can't really blame most girl streamers. When I stream I want people to ask me questions about the game or watch because they are interested in the actually game.
