bring back spooky runes

2.5 runes were literally the most pointless thing ever.

They were strictly worse that Tier 3 Runes (hence the 2.5) but are now and days sort of a collector's item. I've only ever seen one person running them, and with them being a Lvl 30, I can only assume it was 'just because'. They are pretty cool though. You can find out more on the Wiki.
