Help reaching to Level 30 with trolls and smurfs

I'm fairly noob trying to level my account to 30 and have a fun time doing it. That was my assumption when I started LOL. Recently, most of the games, I'm stuck with leavers, afk's, toxic people and trolls/smurfs. Trolls and smurfs are really annoying now, because had several games where they just told me plainly that this is their smurf account so stfu. I mean, come on, punish these people so they'll stop doing this to new players who actually want to enjoy and have a fun game. However, I would like to get any advice on how to improve my game play so I can be less paired with members like this. After my last game, I decided to take to the forum. Two friends entered together. One of them kept switching for his kid to play and the other was texting and paying no attention to the game and feeding. When I said stop feeding, they went out that's its not ranked and chill etc. Seriously, I'm asking if higher up you go in riot if all players are like this or just some? Why spoil games if you don't want to play?
