Disable-ling empowered attacks

Ok. so i found the patch that "fixed" the issue with empowered basics. 5.22. (added a link for anyone who wants to see it.) So it seems the main issue was that the empowered attacks effects on someone who can block or blind basic attacks, , were still being damaged, or stunned, or sometimes both of them. So instead of doing what I believe would have been a good idea which is to allow the effect of the empowered card hit but disable the damage they just made it all together miss and apply no effect even if there is an on hit effect that would be dissolved as well. Which to me is kinda bs. Allow me to give a scenario.

(skip this paragraphs if you just want to get to the point XD)

Let's say for example goes against . Both running . Tf starts using pick a card and jax starts his counter attack. Tf cycles his cards for 5 seconds (if he did not pick a stun card already)
and he he is able to hold onto the card for an additional 5 seconds. Jax's counter attack can block all damage except for abilities for 2 seconds and when it finishes he can preform an aoe stun that lasts for 1 second. Now this would not be so bad cause in this kind of match up jax would have to surprise Tf and stun before he flashes away. but jax has the leap gap closing. This allows him to get close to tf and it doesn't force him to activate his counter attack either, so if tf flashes as jax leaps jax can still flash to tf and stun him. I am speaking on early, mid, and late game terms. Jax if played right can beat the most skilled tf players at any point after level 2.

What is the point of all this? Mostly just me complaining about how now my main champ is at the bottom of the usefulness pile. But I would like to know why such a shift in power? Tf's main use is his stun. But now that people like teemo, pantheon, and jax can just make that ability useless in a team fight. then tf is pretty weak and not able to assist the team. All he has is the wild cards that can easily be dodged and in some cases can be hoped over. I just want to know why riot did this to tf? ;.;
