Ranked Queue Dodges for Lower ELO's Should Not Be Punished

So anybody who's been in bronze or silver will tell you that at least half of the games they lose, are because there is a toxic teammate(s) on their team. Having a toxic team member can literally ruin the entire game. In normals the solution is to just dodge so that you don't have to bother playing with them, but in ranked you get punished pretty harshly for dodging. I played a game today where two of the players in the pre-game chat were already being toxic to each other and I wanted to dodge, but I couldn't because I was in a series. This game went on to be literally the most toxic game I've ever played in the entire time I've been playing league of legends. All 4 of them we're constantly being as toxic as possible, and it started early.

Disadvantages to having no dodge penalty in lower ELOs:

  1. Queueing and getting into a game may take longer

Advantages:

  1. Players won't be forced to stick with a toxic summoner
  2. Players won't have to be stuck playing a position that they don't prefer to play or aren't good at
  3. Ranked Solo Queue will be a more enjoyable experience overall

It would be much better for there to be no dodge penalty in lower elo games because the extra time it would take to queue might amount to what? 5, 10 minutes? You're getting ready to play a game that takes anywhere from 20-60 minutes to play and it would be much better for summoners to sacrifice a few minutes of their time to make playing a much more enjoyable experience. At the very least summoners should be given free dodges per day, no LP lost, no series ended, no ban time. I'm mentioning this specifically for the lower ELO's because this is primarily the source of what summoners call "ELO hell".
