Occasional & Sudden ms Spikes (tracert included)

Hi everyone,

Starting last week, I have suddenly began receiving very high latency and I could not figure out how it all started. Before the server move, my ms in League was a steady 100120. After the server move, it is now a steady 6070; however, it has started to spike to 200~1000 ever since last week.

Once this issue began, I started using "ping google.com -t" in cmd to monitor my ms. The ms would be a steady stream of 4060ms and sometimes it will spike to a steady stream of 200600ms for a spell.

Next, I "ping 10.0.0.1 -t" my router to check if there was a problem between my PC and my router. On some rare occasions doing this a few days ago, I saw that there was only one 1000ms+ spike or a rare "Request timed out"; nonetheless, the ms between my PC and router always has been a steady stream of 1~10ms.

Here is the first tracrt I took today. Sometimes my ms when tracerouting Google would show 100ms+ in every hop as shown in this picture.

I am not sure why I am receiving latency spikes and I feel as though it may not be Riot's fault, but as I said, I am not very certain. Can anyone tell me what my issue is based off these screenshots of my cmd and what I need to do? My ISP is AT&T and I live in the Southeast Coast of the US.

I'd really like help with my issue. I love playing League and the fact my latency will keep me from playing is really depressing.
