Is it possible to get Whistler Village Twitch?

I have found recently that is very fun to play, I have been wanting to pick up a skin for him, and I have seen whistler village only once in game and it is personally my favorite of his, and it is also rare. I was wondering if there was like, maybe an increased chance to pick it up over snowdown through a mystery gift or if it is available through mystery gifts at all, or if it would be available during a future winter games to pick up for its original price? Any answers appreciated :D
