Riot Points idea

I've been playing for a few years now and I've noticed that quite frequently after purchasing RP or spending some I am left with an odd number. Like recently I bought my friends some gifts for Christmas, and I was left with 249 RP which is exactly one short from purchasing one of the summoner Icons. I have been thinking that it would be nice if they added a way to give your long term friends your RP that is insufficient to buy anything with. Set regulations like you have to be friends for a month or so, and have to have played X amount of games with the recipient. Also limit it so you can't receive more than 100 RP a month. I'm not sure if this concept has already been brought up, but if not here it is.
