I would just like to remind everyone that Zac was realesed March 29th, 2013. It has been almost 2 years and Riot has still not made a skin for him (besides his realese one). This is the longest time between realese and a first skin for a champion, ever. Riot please show the Zac players some love and make a skin. There are so many good ideas for skins it couldn't be that hard.
The reasoning behind this has been discussed numerous times at length. The way that Zac works it's extremely difficult to actually create a skin for him due to the fact that he's an amorphous blob.
Anything beyond a basic recoloring requires more work than an ultimate skin to actually render properly due to the constant blob-like movements.

Agreed! I've seen a cool pool party skin out there (no idea who the original artist is) where he looks like water (I think there was some more to it than that) It was pretty neat!
He needs a buff I believe also, because all he is really good for is peeling, and cc. Honestly if you wanted someone with that just go nautilus, he is tankier, and has way more cc.
I would suggest he gets lower cooldowns, and the blobs shouldn't be smashed, and more health and regen per level.
