Champion IP Sales(My ideas on it)

In LoL, I've seen the RP sales for Champs and skins, then I thought why only give off sales for RP prices of champs and skins? I understand the Riot is trying to make money, but what about those who does not really have money? I think Riot should have two sets of sales. One for RP with a set of champs and one for IP with a different set of champs. Maybe, have a sale with RP skins and IP champs or the other way around. TL;DR Riot can you make an IP sale for champions in the shop?
