Free summoner name change?

I know this might sound stupid, but I do wish Riot would give each player 1 chance to change their usernames same way they allowed people to go from EuE to EuW for free and gave us 3 refunds years ago. I would rather spend my rp for a skin than a username change, but when I began playing Lol I did not think I would take it seriously and play it for 3-4 years, so I did not think much about my username.
