You do realize that if the number of OP champs is increasing thats balance right? If there are enough OP champs that both team can get some, then thats balanced. If every champ becomes OP, thats balance. So if slowly more and more champs are becoming OP, thats a GOOD thing, it means eventually they won't be OP anymore theyll just be normal by comparison. Not to compare to much to DotA II because I don't like that game, but in DotA every champion is super OP. There are champs with 6 second stuns, there are champs with black holes and resetting global ults and thats balanced because EVERY champ is OP

For a while now there has been a handful of "viable" champions for each role, and everyone else was a niche pick or just a weaker pick in general. Players would only have to learn the "viable" champion matchups as they were far more common.

Now more champions are viable than any time in the recent past, and people are starting to realize it. These champions are not OP, you just don't have the experience in dealing with them as needed. Get that experience and 3 bans will be more than enough.
