Will Battlecast Skarner be on sale on release?

So Im a huge fan of Skarner and I was going to buy his new skin when it comes out and buy another skin with whats left over but the skin just cleans me out of enough RP that I can only afford skins I dont like and the skins I do like Im JUST under the price by exactly 142RP. So I was wondering if anyone knows if the Skarner skin will be on sale on release? If not Riot can you please put it on sale just a little or spare the 142 RP i require to get it?
