Is the black market brawlers mode a test?

I have been playing a little of the new mode. It's pretty cool. I am curious why there are so many features to it. I mean, for a new mode it could have just featured the brawlers but now we get these fancy new items.

This post is sort of a question, maybe more of an open discussion.

Now I am not some tin foil hatter or anything but I am just wondering if the new mode also acted as sort of a testing ground for the new items. They have some very interesting passives and activations that I wouldn't be surprised to see added to normals. I mean why let all these clever items be used only one time in this mode? The Puppeteer, Murksphere, Martyr's Gambit, Trickster's Glass are some of the more intriguing ones.

Would anyone like some of these items to make an appearance in normals? tweaked a bit of course.
